Emil Kuichling was born in Germany and graduated at Rochester University in 1868. He then studied for three years at the Polytechnic of Karlsruhe. From 1873 he was an assistant engineer of the Rochester water works. He analyzed in 1883 and 1884 the sewage systems and water supplies of European cities. From 1885, Kuichling was a Member of the Rochester executive board, and from 1888 to 1890 he made the survey and prepared preliminary plans for the east side trunk sewer. After having spent the summer of 1889 again in Europe he designed the Newark water supply for the East Jersey Water Company. In 1890 he was appointed chief engineer of the Rochester water works. He moved in 1901 to New York City as a consultant.

Kuichling was the founder of the so called rational method still used in sewer design, as previously for decades in hydrology to predict the discharge following a definite rainfall event. Kuichling realized that discharge was related to rainfall intensity, rainfall duration and runoff conditions as expressed with a runoff coefficient. For an impervious surface the coefficient may be as high as unity, and has a minimum of zero when all precipitation is stored in soil. Kuichling related his work to previous observations of Eugène Belgrand (1810-1878) who had conducted systematic experiments in the 1870's in the Seine River Basin around Paris. According to the rational approach the maximum runoff equals the catchment area considered, times the maximum rate of rainfall, times the runoff coefficient. Kuichling's method was later improved by the American Robert Horton. Kuichling was a leader in the Rochester Academy of Sciences and the American Society of Civil Engineers ASCE, where he served as a vice-president.
